February 22, 2022The City of Hilliard has had coverage under the Ohio EPA’s Small MS4 National Pollutant Discharge Permit (NPDES) General Permit since 2003. A municipal separate storm sewer system (MS4) consists of City owned and maintained stormwater conveyance and treatment systems. Per the permit coverage requirements, the City developed and implemented a Storm Water Management Program (SWMP) with the overall goal to protect water quality by reducing or preventing pollutants from mixing with stormwater runoff and flowing into the City’s MS4 and waterways. The City incorporated Best Management Practices (BMPs) within the SWMP to address six minimum controls measures (MCMs):
- Public Education and Outreach
- Public Participation/Involvement
- Illicit Discharge Detection and Elimination
- Construction Site Storm Water Runoff Control
- Post Construction Storm Water Management in New Development and Redevelopment
- Pollution Prevention/Good Housekeeping for Municipal Operations
The Ohio EPA issued a new Small MS4 NPDES General Permit on April 1, 2021. The City is required to update the current SWMP to meet the new permit requirements. The City revised the SWMP and is seeking public input to assist with finalizing the SWMP prior to submitting the updated SWMP to the Ohio EPA by April 1 2022. The City will be receiving comments on the updated SWMP until 5:00 p.m. on February 18, 2022.
